Romanian Government approved the Decision to amend and complete rules for implementing the provisions relating to the award of public procurement electronically.
Wednesday, February 27, 2008, the Romanian Government approved the Decision to amend and complete rules for implementing the provisions relating to the award of public procurement by electronic means of Government Emergency Ordinance no. 34/2006 concerning the award of public procurement, the public works concession contracts and services concession contracts, approved by Government Decision no. 1660/2006.
The adoption of this decision represents an important step towards fulfilling the commitment assumed by Romania in Manchester Declaration of November 24, 2005. By signing this declaration, the ministers responsible for e-government policies of EU member states and candidate countries have set a target that by 2010 at least 50% of total EU public procurement to be made using electronic means.
Following the adoption of this legislation since 2008, contracting authorities are required to use electronic means for application procedures for the award and direct the acquisition at a rate of at least 20% of the total procurement of them during the year.
